The number of projects you can create per one product depends on the Bundle's license type.
If you purchase a Bundle with the Freelancer License or Startup License, you can create one project (only on one domain) using the Code and Design of 1 Product from the Bundle. If you need to make more than one project per product, you will need the Company or Enterprise license of the Bundle.
For example, if you buy one Big Bundle with a Freelance License or Startup license, you can create a total of 36 end products using 36 products from the Bundle. Likewise, if you purchase one Big Bundle with a Company or Enterprise license, you can create an unlimited amount of end products.
